You can't. The only (advanced) Java
issue here is the relatively high
level network API presented by Java
in particular the lack of access to
ether frames - hence ARP -and ICMP hence ping. You can simulate
ping by opening a connection to the
TCP echo port, but this is often
blocked by routers.
In large managed networks an SNMP
tool can help.
