[Gegl-developer] Operations, dependencies and directory layout.

The wildcard based directories in gegl/operations are working as they
should, there is
one issue though, dependencies.

I see two viable options for making dependencies like libjpeg,
librsvg, libopenexr, pango, cairo etc optional during the compile.

a) a directory per dependency
b) make some directories not use wildcards (from the list above it
seems like that might mostly only apply to the various image loader
ops for now).

I'm not sure what would make most sense.
