Or if you need something to do right now, you can go to
http://live.gnome.org/NewAccounts and read the instructions from
there.  After you're sure that you've done all the necessary
pleasantries, proceed to https://mango.gnome.org/new_account.php and
fill-up the form.  Note that you do not need any other (special)
abilities than 'Access to Subversion (sic)'.  Also, choose gegl as
your voucher.

The request will be forwarded to the GEGL developers for later
approval.  Please note that you still need to share some initial
code/patches on #gegl as per Martin's suggestions.
