I suspect that could be the result of some of the less important  
parameters getting a similar default, the encoding method (int/fp) or  
simply the algorithm efficiencies.

eg An earlier post indicated Jpeg:sampling-factor also changed from   
2x1,1x1,1x1 to 2x2,1x1,1x1.
