  The question is not offensive (to me at least), but you're unlikely
to have much luck here, because most GIMP programmers are much more
familiar with Linux than Windows, and GIMP relies on a completely
different graphics API.  (GDi+ is an MSWin-specific graphics interface;
I had to Google it to find that out.)
