[Gimp-developer] Gimp for sale

Hi all,

first post for me.
I was searching for a Gimp 2.4 portable version for my work PC (it has XP), and found this:

Apparently they offer no link to download sources or compiled packages.

It is quite cheap, but does it comply with Gimp license?
Maybe I just overlook the download page, correct me if I am wrong.
