[Gimp-developer] propose] allow to select whether use or not gimp user's folder

Hi, all.

I can add or remove my own folder for brushes, patterns.. in
preference - folder.

Sometimes I need to check only new one. in this case, I remove the
current folders,
and add new folder. and when I finish, I will have to do reverse. it's
not convenient.

So I think, if there's a checkbox whether use each folder or not, it
will be very nice.
