The user can (and should) set this globally in the Preferences dialog.
This value is then used for newly created images. For an existing image,
the comment can be changed in the Image Properties dialog (Alt-Enter).

I wonder why you need to ask such questions on the gimp-developer list.
Didn't you find the answer in the GIMP user manual?
