[Gimp-developer] Allow picking center for rotation?

To be perfectly honest, I had never discovered that the center point could be
dragged around.  I see now that on mouse-over a tiny "move pointer" is added
to the pointer, but that is the only indication.  I see that the Help file
also mentions this feature.
