Yes, thanks.  In this regard, GIMP doesn't differ from Gdk -- which has
a well-exposed API for drawing lines, and not just horizontal or
vertical ones.

I'm making an image processing plugin which uses lines over image
features to visualize some of the output.  I should be able to release
it soon.
