Patch is applied with "patch" command. Just copy the attached gimp-
help.diff to the gimp-help-2 directory and then run the following
command

patch -p0 < gimp-help.diff

You'll see something like:

[shmyrev at ab2 gimp-help-2]$ patch -p0<gimp-help.diff
patching file src/gimp.xml
patching file stylesheets/plainhtml.xsl.in

After that you can run

ALL_LINGUAS=fr ./autogen.sh 

as usual.
