[Gimp-docs] More on cygwin - DTD

Hi,

For my part, I get this error for every file when I do 'make':
I/O error : Attempt to load network entity
http://www.oasis-open.org/docbook/xml/4.3/
../src/appendix/bugs.xml:5: warning: failed to load external entity
"http://www.docbook.org/xml/4.3/docbookx.dtd"

          "http://www.docbook.org/xml/4.3/docbookx.dtd">
and 'make' fails.
Any idea about what I can do?
