You only have to add "subversion-apache2" by using cygwin setup. You can 
find it in the Net category.
But there is a severe problem: Cygwin doesn't support UTF-8 and making 
diff for patch fails.
IMHO, it is not possible to add UTF-8 to Cygwin.
