[Gimp-docs] Setting up a sandbox on Windows/Cygwin

Hi,

because people run into problems recently, I came up with the idea of
documenting on how you can setup a working sandbox under MS Windows with
cygwin. I put it on our Wiki under:

    http://wiki.gimp.org/gimp/GimpDocsWindowsSandbox

Test it and tell me if it works for you (could happen that I forgot
something). The setup works for me without problems :)
