[Gimp-docs] apply for maintaining the Chinese translation of gimp-doc

I learned there need Chinese gimp docs translators from:

I want to apply for this, and have started working on this, I'll send
my `svn diff` later on,

  我看到了你们对之前gimp-2.2版本手册的翻译，现在gimp-2.4已发行，但对应的手册还没有维护者去更新，如果你们还有时间和兴趣在这方面的话，我们可以一起来工作。
