There's such a list in app/widgets/gimphelp-ids.h. But it doesn't
include help IDs registered by plug-ins. I will try to think of
something clever to get a complete list.

If had a complete list, it should be possible to easily script something
along those lines using gimp-help-lookup.

I have just tested with LANGUAGE=german and I get the german help pages
then. My gimp-help-2 installation is a few weeks old though.
