It contains all help IDs used in the core. However, plug-ins and scripts
are not listed here. So far I can't think of a reliable way to list them
all.

For plug-ins and scripts, we usually use the procedure names. But not
all procedures have interactive dialogs. So if we used a list of all
procedure names, that list would have quite a few false positives.
