[Gimp-docs] Migration to *.po

Hello,

during the time the mailing lists where offline, I wrote with Ulf about
our migration to gettext. That means potential points on: 

    * rewriting our build system to automatically update/create
      *.pot/*.po files
    
    * switching or using other tools who provide infrastructure for
    gettext (Publican)
    
    * switching to an easier build system and implement the gettext
    support for ourself (potential candiate WAF for this)
