Yes it could be a nightmare without some automated tools!

This is THE reason of gettext. I do not know of anything similar of gettext
with the fuzzy/untranslated automatic detection (if there is something
outthere, please tell me more!).
If it could be implemented in a wiki engine, than wiki could be the perfet
solution: easy and manageable.
Now is only easy (at the start) but not manageable.
