[Gimp-docs] meaning of strings in po files

If the date is e.g. 2006-xx-yy or 2009-xx-yy, what do you (or what does 
the user) *really* know? For instance, is this text up-to-date?

The release date of the gimp-help package is probably more helpful.

According to DTDG, only <date> is required,  everything else is 
optional, so we can remove <revnumber>.

I still think we should remove the <revhistory> entries, maybe adding a
<!-- $Id$ --> instead, which will be expanded by SVN to
<!-- $Id: foo.xml 2666 2009-02-30 21:30:00Z author $ -->
