The epigraph layout is defined in gimp-help-screen.css, starting with
	.epigraph {
		padding-left: 55%;
so you can always override this (thus combining both solutions) with
	.appendix .epigraph {
		... /* what ever */
(of course this would affect other epigraphs in appendix files as well).

You may also try other tags, e.g. legalnotice or abstract...
