[Gimp-user] tab key toggle doesnot work sometimes..

Hi, all

in gimp 2.4 rc1,
there's a great function, tab key toggle between image window and dialogs.
but in case of dialog is front, tab key works to move next item, not
switch image window.
am I wrong? or the function is wrong?
