[Gimp-user] Focus Blur Plugin Windows Binary

Would it be possilbe for someone to build the Focus Blur  (http://sudakyo.hp.infoseek.co.jp/gimp/fblur/focusblur_e.html) binary for Windows?  I do not have a development environment to build plugins so I was wondering if someone would kindly build this for Windows.
