[Gimp-user] Changing the default parameter file for MPEG1 encoding

How can you edit the template parameter file the GIMP uses for MPEG1 
encoding?  Specifically, is it possible to have the GIMP add the line:
FORCE_ENCODE_LAST_FRAME
by default to the  parameter file?
