[Gimp-user] Foreground Select Tool

This was happening in 2.6.3 and now in 2.6.4

Selecting the Foreground Select Tool gives me the 'lasso' (Free Select
Tool) tip and it acts as the Free Select Tool, not as the Foreground
Select Tool

Starting from the command line I get 

** Message: ATK_ROLE_TOOLTIP object found, but doesn't look like a
tooltip.

which may or may not be relevant.

Is this my problem, or gimps?
