Upon further reflection it occurs to me that this may be an issue with 
the Windows installer for GIMP, which is not officially supported. The 
person who thoughtfully provides the windows installer, does not seem to 
include the help files in the installer, which would help resolve the issue.

My next working plan is to use a mirror utility to copy the on-line help 
to my local machine.
