[Gimp-user] Can a New Layer be positioned during the Paste, or does it require a Move

Not quite - "paste as new layer" creates a new layer with the selection
in the upper left corner. "Paste" places it exactly on top, as Sven
noted, and then "Layer->New Layer" will transform the floating layer
into a new layer properly located.
