Yes, this is a great way to start.  Keep in mind that *right now* the site
security is wide-open.  This is probably a good thing for a short time,
as it will get more exposure to people.  The downside is that it could be
abused.  Abuse would likely consist of people abusing each other by deleting
news articles, splash images, writing uncomplimentary things -- The sort of
fumbuckery the net is known for.

To secure the administration portion of the site only requires the
proper Apache config for password protected web pages.  An initial
set of configuration files, programmatic/admin/dot-htaccess and
programmatic/admin/dot-password exist in the cvs.

Do you mean would it be possible to solve the Netscape 4.x compatibility
problems and the SSI issues before adding the link to the new site
from www.gimp.org?

In all cases it is all a matter of software, which in this case reduces
to time.  I think solving the NN4.x compatibility problem will take
a considerable amount of time overall given the general amount of
hackery that seems to go along with any of the old netscape stuff.
Just my opinion.
