This is mainly because you do your debugging on mmaybe.gimp.org instead of
on a local copy.

A local copy doesn't prevent mistakes, but it certainly makes it much easier
to catch them before everyone else does.

This is irrelevant.  My point is that the widely recognised authority
or changes are the CVS logs, not a file named ChangeLog.  If a project
needs log of changes, an accurate log exists as a result of CVS commit(s).
If both are needed, it seems easy enough to generate it from the CVS logs.
