I have got the feeling (please, both of you correct me if I am wrong)
that you and Niklas see 'documentation' as a word that only
designates a reference manual. For me it is a word that encompasses
all forms of learning material related to a product. However, if
there's so much confusion about this word, perhaps we should use
another.
As Raphael pointed out, though, lots of sites use the word
'Documentation' withouth causing confusion. Could you and Niklas give
examples of sites where all learning materials have been gathered
under one menu heading that is not called 'documentation'? If
anything, that would help in this discussion.

I think there may be an added problem: it was decided at GIMPCon that
the documentation (the help files) would not be shipped with the
official GIMP. This means that it is up to the distributors to
include the help files. If they do not include those files, the only
recourse for users is the user site. So we may actually be doing the
users a favour by putting the docs there. Of course, I guess it's
only a slim chance that the help files will not be distributed with
the GIMP.

Could you refresh my memory? The name of the test site?
BTW, Carol, have you read

that this is relevant to what you're discussing above.
