gimpforum.de is linked from gimpusers.de, so I guess the site itself
isn't a duplicated effort.

Not sure about the mailing list - if very strict rules for topic and
technical issues are enforced there from the start, it could become a
more efficient discussion forum for GIMP users than gimpforum.de is
right now.
