[Gimp-web] IE support

Hi folks,

I think we need to discuss about how well we want to support such old
browsers (like IE 6). I still know that it is in use by a wide range of
users.

So, should the page in IE look like it's looking on a 'good' browser or
should it look similar with a few problems (like no transparency of the
PNGs, not pixel-perfect aligned boxes etc.).

I already added a few fixes today. Have a look :)
