developer.gimp.org is targetted at developers and maintained by
developers. The current system (see
http://developer.gimp.org/about.html) seems to work quite well for this.

IMO it would make sense to consider using a Wiki (preferably a MediaWiki
as is being used for gui.gimp.org) for www.gimp.org. In my opinion it
shouldn't be publically editable though. But it might make sense to use
the same Wiki for the public wiki so that content can be easily migrated
from there. That would allow contributors to create new content without
the need for an account in the closed wiki.
