Mmmm. Maybe you're right.
I wouldn't give so much importance to History (i'd keep it in the docs section). 
As it was mentioned before, this is a new site for a new, long awaited release of Gimp. Why not focusing in the new stuff?
But of course is just my opinion. You may disagree. 

Oh, and about the "more features" item. Please consider that I'm only talking about content items, not menu buttos, since I'm proposing to simplify the navigation bar and use the right pane just as the section's TOC (although some items in that TOC will link to other pages if they're too extense).

I don't agree. That adds complexity, creates some compatibility problems that have to be addressed (as you pointed, if the user has js de-activated or non-present).
IMO, the best is using a simpler navigation and promo hilights.
And also add a quick links bar (that serves as a navigation map too) in the bottom, just as Blender's website (www.blender.org)
