Right.  I will remove that paragraph from the release notes.  In its
current state, the healing tool could be best described as a healing dot
(thanks to drc for this suggested name): it only works for single clicks,
not for long brush strokes.  So the tool can already be used for removing
dust in an image, but not for removing scratches or for "healing" larger
areas.

I still hope that the healing tool can be fixed before 2.4 or maybe in
one of the 2.4.x releases, but for the moment I will remove it from the
release notes.
