A plug-in author might have done something wrong and perhaps got away
with it in earlier versions of GIMP and now things stopped to work.
That's possible. And there may also still be compatibility problems in
2.4. We have already identified a few and 2.4.1 will have these fixed.

You will need a category for 2.4 anyway because any plug-in that uses
API that is new in GIMP 2.4 is not going to work with earlier versions.
