[Gimp-web] v2.6 release notes

Hi,

It looks like 2.6 development is wrapping up. I'd like to contribute
to release notes for this version just like I did it for 2.4, so here
is a draft of contents:

Most important

• GEGL is now optionally used for color tools
• new experimental GEGL tool to use arbitrary GEGL operations
• Cairo is used for some parts of user interface (namely, Curves tool)

Tools

• improved rectanglular selection based tools
• polygonal selection tool inside freehand selection tool
• rectangular based selection tool now automatically applies selection
for Ctrl+Alt+Drag action
• improved Curves tool
• motion constraints in the Move tool
• possible to set opacity of transform tools preview now
• user adjustable text reflow in text layers
• (named) presets for all color tools
• extended brush dynamics

User interface

• merged toolbox menu into the image menu
• always keep an image window around
• streamlined UI (tools options and status bar) to use less screen estate

Plug-ins

• plug-ins can now work in parallel on different layers of the same image
• whirlpinch: allow a larger range for the whirl angle
• flame: added 22 new variations

File formats support

• PSD load plug-in rewritten from scratch to become cleaner and
support more features
• 16bit DICOM images support

Printing

• Page Setup is separated from Print dialog

Localization

• added new translation: Icelandic
• updated other translations
